      drance anybody's guess how it'll ultimately be decided by future court cases (14a/title 7). 16 isn't additive, it only removes 209's restrictions. i'm not sure 209 can really be considered a success, & a future leg would likely adopt a MA style system in any case ballotpedia.org/Affirmative_action_in_Massachusetts

    drance my read btw (obvs not a lawyer) is "or grant preferential treatment to" was the real kicker of 209, title 7 'prevents' discrimination already, & race is still legal to consider, so really just a question whether a motivated court case would result in 209 becoming law 'o the land
